With his decree the President of the RF V. Putin (The Presidential Decree No 76 dated 08.02.2021 “On the measures of implementation of the state scientific-technical policy in the ecological development of the Russian Federation and the climatic changes”) instructed the authorities to develop the Federal scientific-technical policy in the ecological development and climatic changes for 2021-2030.

The Program shall provide for the creation of science-driven technological solutions aimed at:

- ensuring environmental safety, improving the state of the environment;

- studying of the climate, mechanisms for adaptation to climate changes and their consequences;

- ensuring the sustainable and balanced socio-economic development of the Russian Federation with low levels of greenhouse gas emissions by conducting researches of the sources and absorbers of greenhouse gases and taking measures for the reduction of the negative impact of such gases to the environment.

It is envisaged that starting from 2022, an annual report on the progress of implementation of the program shall be submitted to the President of the Russian Federation.

At the same time, a decision was taken to establish a council for the implementation of the program. The list of the main objectives of the council shall include preparation of proposals to the President of the RF and the Government of the RF on the implementation of scientific-technical activities in the field of environmental development of the Russian Federation and climatic changes, coordination the activities of federal executive authorities, state authorities of the territorial entities of the Russian Federation and interested organizations in this area, approval of a comprehensive scientific research plan in the areas of program implementation, coordination of plans for the development of scientific, scientific-educational centres and laboratories, to be established for the implementation of the program.

This decree shall enter into force on the date of its signing.
